CCI-Toronto Board


The Toronto Chapter of CCI is well-served by a dedicated volunteer Board of Directors. Their level of enthusiasm, time and commitment helps to ensure the success of CCI. Members interested in serving on the Chapter Board are encouraged to respond to the Annual Call for Nominations circulated to members each year. Elections are held at the Annual General Meeting held each fall. Board meetings are held monthly on the last Thursday of each month (except July) from approximately 8:00 a.m. to 10:30 a.m. in the administration office Boardroom. PRESIDENT

Sally Thompson, P.Eng

Sally Thompson is a partner with Synergy Partners, a consulting engineering firm which focuses on Performance Audits, Reserve Fund Studies and Building Renewal for condominium sector clients. Sally started practicing full time in 1990 while completing her Master’s Degree in Engineering from Queens University (1991).

Sally is the President of CCI Toronto and since joining the CCI Board, Sally has been an active committee member on the CCI Toronto Special Projects, Education, Conference and Government Relations committees. Sally also sits on the CCI National Communications committee. 

Sally sits on the Tarion Condo Task Force, a committee that advises the Tarion board on issues relating to condominium common elements. Previously Sally sat on the committee that developed the Tarion Construction Performance Guidelines for Common Elements; a document that defines requirements for repairs to about a hundred common warrantable deficiencies.

Sally has been an active volunteer in the Condo Act Review since 2012. She co-chaired the Finances working group and was one of 11 people across the province asked to sit on the Expert Panel that developed the Stage 2 report outlining about 130 recommendations to the government.

Sally is a frequent author and presenter for Condominium magazines and conferences.  She routinely teaches the Reserve Fund portions of the CCI Level 300 Directors’ course.

1st VICE-PRESIDENT

Tania Haluk, RCM

Tania oversees the operations and services at FirstService Residential in her role as Vice President of Operations, Start Up Team. By serving in the condominium industry for about 20 years, Tania understands the needs of a community and enjoys sharing this knowledge and experience through seminars, training and writing policies and articles.

In addition to managing buildings and working with boards and residents, she has participated on an ACMO committee, taught the Humber College HR and Admin course, moderated an education session at the annual CCI/ACMO conference and developed an in-house finance course for senior managers. Recruiting, new employee workshops, start up and transition teams and continuing education for managers remain a focus for Tania, as well as her dedication to team building and enhancing customer service relations. She sits as a Director on the CCI's Toronto Chapter Board as 1st Vice President of CCI Toronto and also serves as Chair of Education Committee. Tania has enjoyed working with this new team of industry professionals.

Marc Bhalla, Hons. B.A., C. Med.

Marc Bhalla is a Mediator and Senior Law Clerk at Elia Associates Professional Corporation, Barristers and Solicitors. He has been in service to the condominium industry since 2002.

Marc holds the Chartered Mediator (C. Med.) designation of the ADR Institute of Canada and focuses his mediation practice on condominium conflict. He received an Executive Certificate in Conflict Management from the University of Windsor's Faculty of Law (Stitt Feld Handy) and earned an Honours Bachelor of Arts at the University of Toronto (Trinity College).

In addition to his professional experience, Marc draws on his personal experience as a condominium resident, unit owner and director to relate and empathize with a variety of perspectives. He actively manages condominium conflict and advocates for mediation in the early stages of condominium disputes.

Marc regularly provides articles to the Condocentric.ca Reading Room and has contributed to a variety of publications, including Condovoice, Condo Business, CM Magazine, Condo News, Condo Forum and ADR Update.

Marc is a member of the ADR Institute of Ontario; the ADR Institute of Canada; the Toronto & Area, Golden Horseshoe, Huronia and London & Area Chapters of the Canadian Condominium Institute; the Association of Condominium Managers of Ontario and the Institute of Law Clerks of Ontario.

Marc Bhalla is the first to fill the mediator category of director on the Board of the Toronto & Area Chapter of the Canadian Condominium Institute where he serves as the 2nd Vice President and also serves as Chair of the Communication Committee and the CondoSTRENGTH Committee. 

SECRETARY/TREASURER:

Bob Girard, B.Comm, FCCI

Bob Girard is a Graduate of Concordia University with a Bachelor of Commerce Degree. He has served on the Board of Directors of YCC #50 for the past 25 years, 24 of them as President. He is a Director on the Board of Directors of the Canadian Condominium Institute - Toronto Chapter currently serving as Treasurer and Chair of the Special Projects Committee. He has been teaching the Level 102 condominium course for Directors for several years.

Bob has completed the Condominium Management Course at Humber College with Honours, successfully completed the RCM exam and the Mediation Course within Humber College’s Alternative Dispute Resolution Certificate Program. He has also completed the Level 200 and Level 300 CCI Directors Courses and has attended many of the recent CCI and ACMO seminars, luncheons, presentations and joint seminars. Bob earned his ACCI designation from CCI in November 2007 and was honoured with the FCCI designation in the fall of 2009. Bob is now retired however, he remains active in the condo industry.

PAST PRESIDENT:

Mario Deo, LL.B.

Mario Deo is a partner with Fine & Deo Barristers and Solicitors, a firm which focuses its practice on representing condominium corporations. He attended the University of Western Ontario Law School and was called to the bar in 1988.

Mario is the Past President of CCI Toronto and has served on the CCI Toronto Chapter Board of Directors since 2005 in a number of capacities including service on the Government Relations, Conference and Communications Committees. In 2006, Mario was the fifth recipient of ACMO’s President’s award.

Mario is actively involved in the condominium industry and is a frequent presenter at CCI-T courses as well as at the annual CCI-T/ACMO Condominium Conference. Mario has also served as the Editor of CCI-Toronto's ‘Condovoice’ magazine. Mario is a consumer advocate for condominium corporation issues and is the chair of the Consumer Advisory Committee at Tarion, which is a committee that advises the Tarion Board of Directors on suggested consumer-related improvements for both condominiums and freehold homes.

Brian M. Antman, CPA, CA

Brian graduated from the University of Toronto with a Bachelor of Commerce degree in 1981 and became a Chartered Accountant in 1987. Subsequently, he worked in industry and then in his own practice prior to merging with the firm in 2006 and becoming a partner. Brian provides his clients with practical advice on all financial aspects of their business. Over the years, he has formed strong and lasting relationships with clients by providing high quality professional services.

He has developed a niche in the audit of Condominium corporations and currently administers the Condominium Group, which provides audit, accounting and related services to over 400 condominium associations in the Greater Toronto Area. He is a member of the Canadian Condominium Institute (CCI) - Toronto and Huronia Chapters, a member of the Association of Condominium Managers of Ontario (ACMO). He was recently elected to the Board of CCI – Toronto, was a Board member and treasurer of CCI - Huronia Chapter from 2010 – 2013, is a member of the several committees of ACMO. He has taught courses for Directors at CCI, has contributed to articles published by CCI and ACMO, presented and acted as an expert advice previous CCI-ACMO annual conferences.

Brian is married to Rosalie and they have three children. He enjoys baseball, hockey and along with his two boys, has a keen interest in following the Pittsburgh Steelers of the NFL.

Armand Conant, B.Eng., LL.B., D.E.S.S.

Armand heads up the condominium law department of the full service law firm of Shibley Righton LLP, and represents numerous condominium corporations of all types across Ontario.

Armand resides in Toronto, is a Past-President of the Canadian Condominium Institute (Toronto), where he also serves on its Board of Directors and is Chair of the joint ACMO and CCI (Toronto) Legislative Committee, which has prepared and submitted an extensive legislative brief to the Ontario government with recommendations for changes to the Condominium Act, 1998 (the “Act”).

Armand is a member and past Chair of the joint CCI (Toronto)/ACMO Government Relations Committee. He is also a member of CCI National’s Government Relations Committee and prepared all 3 editions of the CCI National publication “Canadian Condominium Legislation – A Coast to Coast Comparison”, which compared condominium legislation of every jurisdiction across Canada. 

Armand is also a recipient of the President's Award from ACMO.

Armand has been on all the government committees involved in the reform of the Act and was one of 11 people from across Ontario appointed to the government's Expert Panel that conducted the final analysis of the Act and submitted its report on recommended changes.

Armand has written numerous articles for such publications as ACMO’s “CM Condominium MANAGER”, CCI(T)’s “the Condovoice”, “Humber Happenings”, “Condominium Law Letter”, “Canadian Real Estate”, “Real Estate News”, "The Lawyers Weekly" and "CondoBusiness".  Armand has also represented condominium corporations and lenders on financings to condominium corporations.

He also lectures at CCI(Toronto)’s Directors’ courses, and has lectured at Humber College on various aspects of condominium law.  In addition, Armand presents and speaks at various condominium conferences, including the annual ACMO/CCI Conference, PM Expo, SpringFest and the Toronto Condo Show, and has appeared on television and radio shows to discuss condominium and real estate issues.

Armand is the first lawyer in Ontario to be appointed by the Superior Court as a full Administrator (appointed under the Act), to take over all the duties of the Board of Directors of, and run, troubled corporations. He is presently the Administrator of 2 of the 14 condominium corporations in Ontario under administration.

Armand combines his legal education and engineering degree with the hands on experience of having been on the steering committee and then board of directors of a 276 unit condominium corporation for over 5 years. He has extensive condominium, real estate, litigation and business law experience. Having received a Master of Law degree from the Sorbonne (France), Armand is also bilingual.

Brian is the senior partner at Horlick Levitt Di Lella LLP with almost 30 years of legal experience. His practice focuses exclusively on condominium law. Brian graduated from McGill University where he obtained degrees in commerce, civil law and common law.

Brian is a Past-President of the Canadian Condominium Institute (Toronto), where he also serves on its Board of Directors. Brian is an associate (ACCI) of and has been awarded a fellowship (FCCI) by CCI. Brian is actively involved in the condominium industry and believes that education and knowledge are the cornerstones of a healthy and vibrant condominium industry. He is a regular lecturer for CCI's Level 102 course and is a frequent speaker on condominium law to property management companies as well as at ACMO and CCI events. Brian is a regular contributor of articles on condominium law to both the CM magazine and the Condovoice. He a member of the Conference Committee, the Government Relations Committee and Communication Committee, the ACMO Associates Executive Committee and the Certification and Standards Committee.

Henry Jansen, P.Eng., ACCI

Henry Jansen is the owner and President of Criterium-Jansen Engineers. With offices located in Toronto, Mississauga and Orangeville, Criterium-Jansen Engineers specializes in building inspections for the residential, commercial and condominium markets. Henry is a graduate of McMaster University and had been a practicing professional engineer for over 17 years. Committed to offering practical solutions to condominium communities Henry joined CCI in 2008 and successfully achieved his ACCI designation in the fall of 2010. Henry has a wide range of overall building system knowledge and experience which includes performance audits, reserve fund studies and project management. Henry is currently serving on the CCI-T Board of Directors and sits on the Membership Committee and the Sponsorship Committee.

Murray Johnson, RCM

Murray entered residential property management in 1992 following over 10 years of International Project Management and Facility Management with a large multi-national manufacturing firm. Joining Brookfield in June 2008 after developing his profession as a Manager, and progressing to the role of Regional Manager for other respected condominium management firms, Murray continues to expand on his property management experience.  In 2010 Murray was promoted to Vice President of Client Service Development with Brookfield.

With experience in ISO 9000, Employee Training and Development, and Organizational Development, one of Murray’s roles includes providing in-house Tarion and Performance Audit consulting to Brookfield managed Properties, Managers and Directors. Specializing in procedural development and leading successful client performance audit negotiations, Murray brings a wealth of experience to the Brookfield Tarion Warranty process. His participation on the Tarion Common Element Construction Practice Guidelines committee and input into the current Tarion Performance Audit process has benefited Brookfield clients and improved condominium support across the province.

With his in-depth knowledge of energy saving strategies, Murray was recognized in 2012 as one of Canada’s top four Sustainability Champions in energy efficiency projects by Building Strategies and Sustainability magazine. Murray continues to lead Brookfield’s energy portfolio to maintain their position as the recognized leader for the development of long term client energy reduction planning supporting provincial environmental targets. As a CCI board director, Government Relations committee member, Chair of the Volunteer Resource Committee, Sitting member of the CCI Tarion Advisory Committee and a member of ACMO, Murray continues to be active in supporting condominium communities throughout Ontario.

Murray is a frequent speaker at the annual condominium conference and is often seen instructing at many CCI educational seminars and courses.  To add to his busy schedule, Murray is also a regular contributor to the many condominium publications in southern Ontario.  In October 2016 Murray was the recipient of the ACMO Special Recognition Award presented for special achievements that have positively impacted the condominium industry in Ontario.

Susan Langlois

Sue Langlois is the Founder/CEO of DigiNotice, a digital notice board communication service for condos seeking to improve the value of their properties by enabling an informed and responsible residential lifestyle. A pioneer in the digital landscape, Sue serves on the communication committees for both CCI-Toronto and CCI-National and contributed the communications chapter of CCI-T’s “Board of Directors’  Tips, Tools & Techniques”. She was elected to the CCI-T Board of Directors in October, 2015 and is delighted to take part in the promotion of CCI-T as "your condo connection". Sue can be reached at sue@digi-notice.com

Ernie Nyitrai

Ernie Nyitrai is the current President of the Board of Directors for "Walden Pond II", YRCC 636, in Unionville. He also serves as the owner representative Board member on the Condominium Management Standards Council (CMSC).

After many years of attending CCI Toronto courses and events, Ernie became actively involved in attending CCI Legislative Committee meetings in 2012 and was a speaker at the 2012 CCI-T/ACMO Conference.  In December of 2012 Ernie joined the CCI Toronto Board of Directors where he serves as Chair of the Special Project Committee.

Ernie holds a Bachelor of Arts degree from McMaster University and a Master of Public Administration from the University of Toronto.  He spent all of his 33 years in the work world within public service.  The first 20 years were spent with the Ministry of Municipal Affairs in the Government of Ontario.  The last 13 years, he was Executive Director of a political lobby group representing the elected officials within the Catholic School Boards of Ontario.  He retired in 1998.

Vic Persaud, B.A.

Vic Persaud is a graduate of the University of Toronto with an Honours Bachelor of Arts in Business Management. He sits as a Director on the CCI's Toronto Chapter Board and serves as Chair of Membership Committee.

Vic is the Manager of Business Development in Ontario for Suncorp Valuations Ltd., one of Canada's largest appraisal firms. In his role, Vic is engaged in the marketing of all of the firm's appraisal services, with a special focus on insurance appraisals services for condominium corporations. More specifically, Vic is striving to increase awareness of the obligations that property managers and corporations have relative to arranging insurance appraisals of their condominium property.

In addition, Vic is actively involved with CCI. For the 2003 CCI/ACMO Conference, he gave a presentation on "Insurance Appraisals for Condominiums". He has also completed the CCI Level 200 Condominium Course and regularly attends CCI and ACMO seminars and luncheons.
